The Traffic Management Crew and Stock Operating Model 3 is one of several agreed since 2021 by the Rail Delivery Group (RDG), Better Operations Programme Board (BOPB), RSSB, and Network Rail, to identify how Traffic Management can interface with Stock and Crew systems to deliver industry-wide benefits. In 2023, RSSB and Network Rail commissioned a JFRail-led consortium to develop the Traffic Management Model 3, aimed at improving collaboration through better system interfaces between Network Rail Infrastructure Managers and Operator stakeholders. In partnership with Control staff managing disruption at Govia Thameslink Railway (GTR), Network Rail, Great Western Railway, HS1, and RSSB, JFRail developed the ‘to be’ processes, system requirements, and business case for the Traffic Management Model 3 between multiple operators and Network Rail Route Controls.
JFRail began by reviewing outputs from key suppliers and industry bodies, including RDG, BOPB, RSSB, and the NR Rail Systems Group. We assessed existing processes and technology before designing ‘to be’ workflows to support system configurations between Infrastructure Manager and Operator stakeholders. After presenting our solution to Infrastructure Manager and Operator subject matter experts, we refined it based on their feedback. We then developed guidance for implementing the interface with any Traffic Management or Stock and Crew system and for achieving change through governance.
Our findings were approved through industry governance processes for Control Centre leadership. Our work established a unified operating model for all Infrastructure Manager and Operator stakeholders, enabling more coordinated responses to disruption.
The JFRail-led effort also assessed the benefits of Traffic Management Model 3, determining that it could significantly improve performance, achieving up to 10% average delay savings per use case whilst potentially reducing workload and overall Control operation costs.
